Project Clover is TikTok’s initiative to store European user data within European borders and segregate it from Chinese government access — responding to regulatory pressure from the European Commission, national data protection authorities, and the European Parliament. The project involves building dedicated European data center capacity with enhanced security controls audited by third-party European cybersecurity firms.

TikTok selected Norway as the primary Project Clover site, with an initial data center being developed in Hamar in partnership with Green Mountain, a Norwegian colocation operator. Norway was chosen for its exceptional renewable energy grid (99%+ hydroelectric), low-cost power, political stability, and existing data center industry. The facility will store TikTok’s European user data — including biometric, behavioral, and content data — under European operational controls.

Project Clover is ByteDance’s European counterpart to the “Texas Project” in the United States (Project Texas), where US TikTok data is stored under Oracle’s cloud custody. European regulators have scrutinized both initiatives, with the EU’s Digital Services Act and GDPR’s cross-border transfer restrictions creating the regulatory backdrop for Project Clover. The initiative represents one of the largest data localization investments by a Chinese technology company in Europe.
