OpenAI announced plans to establish European AI infrastructure presence in France in 2025, including data center capacity in the EU to serve European enterprise customers who require data residency within the EU. The Paris office and associated compute infrastructure is also a response to EU AI Act compliance requirements. OpenAI’s Europe play was accelerated by French President Macron’s efforts to court US AI companies to invest in France — Macron hosted OpenAI CEO Sam Altman in early 2025. The planned infrastructure would allow European enterprise data to remain within EU borders, addressing GDPR compliance requirements that are a barrier to enterprise adoption by regulated industries.
